ASHRAE Government Affairs Mission Statement:

To establish ASHRAE as a leading source for expertise in the built environment and a resource for policy-makers in the development of legislation and regulations affecting the public, the HVAC&R community, and the engineering profession.

To this end the ASHRAE Washington D.C. office will:

  • Build relationships between the Society and all levels of government in the United States and with the appropriate international community representatives.
  • Facilitate the transfer of technical counsel and assistance on matters affecting the public, engineering profession and ASHRAE professional community.
  • Collect, digest and disseminate to members and staff relevant information regarding current or anticipated government actions.
  • Pursue technology transfer and government funding opportunities independently or jointly with other appropriate organizations.

Washington Office Staff

Alice Yates

Alice Yates is ASHRAE’s Director of Government Affairs.

Alice has 20 years of experience on Capitol Hill, federal and state government, and private consulting. Most recently, Alice served at the General Services Administration (GSA) in the Office of Congressional and Intergovernmental Affairs, serving first as a Senior Congressional Advisor and then as Deputy Associate Administrator for Policy. Prior to her work at GSA, she spent 10 years as a senior legislative advisor in the United States Senate. Alice has also advanced economic development projects in Massachusetts with MassDevelopment’s real estate and policy teams. She also provided consulting services for government and private clients at Industrial Economics, Inc. in Cambridge, MA by analyzing the economic impacts of environmental regulations, sustainable development and land use planning. Alice has a BS in Electrical Engineering and a Master’s of Science, Technology and Policy from the Massachusetts Institute of Technology (MIT).

Jim Scarborough

Jim Scarborough is ASHRAE’s Senior Manager of State and Local Government Affairs.

Born and raised in Maryland, Jim moved to North Carolina for college and graduate school. Immediately after graduate school, Jim went to work on NC Governor Jim Hunt’s staff for 4 years. Jim spent 16 years with Randolph E. Cloud & Associates in Raleigh, a government relations and association management firm and has almost three decades of non-profit management experience. 

Jim served for four years as President and Chief Elected Officer of the International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse, a multi-national non-profit certification organization in the field of substance use disorders (which was based out of DC). He has created and managed budgets and represented his affiliated organizations to legislative and executive branch agencies as well as to other boards and the public at large.

Originally upon arriving at ASHRAE, Jim was Manager of Certification in the Atlanta, Georgia office. He moved to his current position in ASHRAE in December 2013. 

Jeremy Pollack

Jeremy Pollack is ASHRAE’s Manager of Federal Government Affairs.

He joined the ASHRAE team in January of 2018 after spending nearly four years with Gephardt Government Affairs (GGA), a bipartisan government relations firm run by former Majority Leader Dick Gephardt. At GGA, Jeremy represented a variety of businesses and associations by working with congressional staffers from both major political parties, building coalitions, and organizing large scale events such as trade association advocacy days that encouraged product certification and standards.

Prior to his start at Gephardt Government Affairs, Jeremy gained government experience in the offices of Governor John Hickenlooper and Congressman Jared Polis (CO-02).

Jeremy graduated from the University of Colorado at Boulder with a degree in Political Science and a certificate in Peace & Conflict Studies. While at the University of Colorado, Jeremy was selected to participate in the International Studies and Multilateral Diplomacy program hosted by the School for International Training in Geneva, Switzerland.

Jeremy is a native of Sacramento, California.

Patricia E. Ryan

Patricia E. Ryan is the Assistant to the Director, and the ASHRAE Washington Office Manager.

She began working for ASHRAE’s Government Affairs department when the office first opened its doors in February 1981–the same year ASHRAE headquarters moved from New York to Atlanta. Prior to joining ASHRAE, Ryan worked as White House staff under the direction of Joan Mondale’s Federal Council of the Arts and Humanities, and previously worked in the Government Affairs Department at the American Institute of Architects (AIA).  She holds a B.S. degree from Central Connecticut State College in Art Education. Her duties include: reviewing and monitoring public policy issues utilizing resources such as the Federal Register and CQ Daily; supporting the ASHRAE Advocacy Committee and the Building, Safety and Security Special Committee; representing ASHRAE at professional and government meetings; assisting in the planning and organization of meetings, workshops, briefings and other advocacy events; and managing all administrative functions of the ASHRAE Washington Office.
