Industry News Residential Heating Costs To Increase 15% WASHINGTON—U.S. household heating fuel costs will be 15% more this winter than last winter, the U.S. Department of Energy (DOE) forecast this week. DOE's Energy Information Administration (EIA) cited more expensive fuel and the likelihood of colder weather. EIA said natural gas users will pay 18% more than last year, propane users' bills will be 11% higher, and households that use electricity for heat will pay 10% more.

Researchers Link Fan Use to Lower Risk of SIDS CHICAGO—Using a fan to circulate air seemed to lower the risk of sudden infant death syndrome (SIDS) in a study of nearly 500 babies, researchers reported this week. Researchers took into account other risk factors and found that fan use was associated with a 72% lower risk of SIDS. Only 3% of the babies who died had a fan on in the room during their last sleep, compared to 12% of the babies who lived, the mothers reported. The study is published in the October issue of the medical journal Archives of Pediatrics & Adolescent Medicine.

Airports Embrace Environment-Friendly Efforts BOSTON—Several major U.S. airports are aggressively implementing a variety of environment-friendly initiatives to save energy and generate favorable impressions among travelers. Examples include low-flush toilets and solar panels, as well as using recycled coffee grounds and using hybrid taxis. This year, Logan International airport in Boston installed several wind turbines. According to a USA Today article, airports' recent interest in "green" is triggered partly by better social awareness and improving technology, and is made more urgent by rising fuel prices.

Construction Industry Lost 35,000 Jobs in September WASHINGTON—The U.S. construction industry lost 35,000 jobs in September, according to a Bureau of Labor Statistics report. The decline in construction employment will continue to worsen unless credit markets reopen, said Ken Simonson, chief economist for the Associated General Contractors of America. "All types of construction shed workers in September, following an uptick in nonresidential hiring in August," said Simonson. "Another ominous sign is that architectural and engineering services employment—a harbinger of demand for future construction—rose until recently but stalled this summer and fell in September."

ACEEE Rates States on Energy Efficiency WASHINGTON—California is best among U.S. states in using energy efficiency as a means to foster economic growth while meeting electricity demand, combating global warming, and contributing to U.S. energy security, according to a report by the American Council for an Energy-Efficient Economy (ACEEE). The 2008 State Energy Efficiency Scorecard ranks the states according to their adoption and implementation of energy-efficiency policies, programs and practices. California was followed by Oregon, Connecticut, Vermont, New York, and Washington. Minnesota and Massachusetts tied for seventh place with Wisconsin and New Jersey rounding out the final two spots in the top ten.

ASHRAE News ASHRAE Publishes Residential IAQ Guideline ASHRAE Guideline 24-2008, Ventilation and Indoor Air Quality in Low-Rise Residential Buildings, the companion guideline to ANSI/ASHRAE Standard 62.2-2007, Ventilation and Acceptable Indoor Air Quality in Low-Rise Residential Buildings, has been published. Guideline 24 provides information on achieving good IAQ that goes beyond the requirements contained in Standard 62.2 by providing explanatory and educational material not included in the code-intended standard. The guideline, which was written by the committee responsible for maintaining Standard 62.2, includes information on envelope and system design, material selection, commissioning and installation, and operation and maintenance.

According to the authors, the cells' inherent fuel-flexibility could help address energy shortage issues through energy diversity.
